I am not a pho expert, and had never been to a pho restaurant. Today was perhaps not the best day to try, because I had decided not to eat red meat for lunch, since I knew I was having it for dinner. I looked at the pho side of the menu, and saw that my three choices (there were many, many with beef or pork) were chicken, fish/shrimp and vege/tofu. I chose the fish/shrimp and my waitress said I had made a good choice. I ordered the small version - about $7 and more than enough to eat. There were three shrimp and several types of fish balls, each cut in two. There was broccoli, some form of Asian cabbage, and of course thin noodles, all in broth. The table has a variety hot sauce condiment possibilities, and you get a side plate with fresh bean sprouts and various other things you can add to your dish if you wish. It was quite good, obviously economical, and the restaurant is quite comfortable - very informal. A large number of the tables were filled on a cold Friday at noon. I'd go again to try one of the beef dishes. As I said, this just was not the day.

We used to come here when they first opened. The pho was okay, nothing special, but it was "good enough" since it was close to work. The quality has really gone down hill. The last time we were there, the entire restaurant smelled like ammonia. My son found a hair in his soup and couldn't finish it. Don't think we'll ever go back.

This food is great! But the bubble tea is even better! Avocado smoothies with the bubbles/boba in them are delish! My only complaint would be the durina bublle tea. It tastes like milk and onions, and smells like dog farts. But, other than that, it is so good! I'll most definately be returning.

Got great take out - #12 - small. It was a good amount, broth was not as rich as some other places but it was still very good. Lots of broth, meat and noodles and a full bag of basil, sprouts and sauces. There were several other choices of grilled meats on rice or noodles that we saw coming out that looked great. Location was clean and service was prompt and friendly.

Let me say first of all I am not a Pho-natic, nor do I play one on TV, but a combination of all the Pho events scheduled, plus the fact that I drove past this place twice every Saturday in Fall taking Thing 2 to his soccer games, plus I was in Rockville for meetings this pm so all of the above brought me to lunch here today. It was absolutely brilliant, and I am only holding back on the fifth star as a way of girding my loins for further Pho-ct finding. Here's what I liked: 1. I have read enough reviews to know it's all about the broth -this broth ( Pho-Ga) was not cloudy, itwas clear like a fine carribean beach except instead of looking at your toes you see a fine melange of peppers, veggies, other stuff. It also tasted great - but of course I needed to add the condiments. Then it got plenty cloudy. But I created that cloudiness, and it was cloudiness according to my specifications. And I enjoyed that considerably. 2. A horn-of-plenty selection of peppers, basil, lime and beansprouts was provided, and I helped myself to the hot sauce and , I guess hoisin sauce ( does it have another name?) . 3. I was eating alone, which allowed me to do two important things - slurp my Pho like the unrepentant noisy decadent motherfucker I like to be when no-one is looking, and also to observe the other diners. The place has about 19 tables, about 10 were taken, half of those were Asian customers. Everyone knew what the hell they were doing, everyone was eating Pho, each person had their own little set of rituals and procedures. It was an incredibly pleasant way to spend a lunch hour. All the other customers seemed to know the wait staff. I also had a fantastic glass of vietnamese iced coffee. All the regulars were drinkiing the hot coffee from the weird filter combo - I will try that next time. One more quick point - I was partying with my Vietnamese buddies this weekend ( which also got me in the mood for Pho ) and they told me that Pho is pronounced Faaaaa and you got to make that aaaaa sound with the back of your throat. I tried to do that ordering the food and the poor fucker had no idea what I was saying.

Wow there seems to be a little pho hate going on here. Don't know how much of a difference it makes between april and november. I'd give this place an ok rating I do have to agree with the other guy that they are a little bit short sided on the meat. But over all they keep the regular pho tradition of - Pho comes in regular and large. - different selection of meat - with other vietnamese food to go along. - and sides of basil, sprouts, lime, and jalapenos. - people nice and very fast. (i got the pho before the appetitizer) well that's pretty much all i have to say about the place.

This is the best pho I've had. They have the spices just right. When I lived in Rockville, I ate here at least twice a week. The last time I was sick I came in and got a big bowl, and I was better immediately. This stuff works miracles! And the owners and staff are very nice. Try the iced drip coffee with condensed milk, or one of their delicious smoothies with jellies and tapioca balls. The spring rolls and summer rolls are also fabulous. Fills you up right.
(5)Barbara F.
I think the pho's better than 'decent', as does my husband. We're pho fanatics, and eat often @ Pho 75, 95 and Pho Nam in Rockville and Gaithersburg respectively. The summer rolls were as good as those in Pho Nam (were #1) until tonight. Little thinner, but larger, fresh shrimp--delicious. The pho was quite good, an they gave us a generous size of mung sprouts, Thai basil, etc. The service was good (equal to if not better than) in all the pho places we've been to in Montgomery, PG, Arlington, Fairfax counties, and the setting was nicer as well. Living in Bethesda, it's quite a bit more convenient to be able to drive to around White Flint rather than way up the Pike or to Gaithersburg on 270. We'll be back soon, and they have a pho 'card', so after 10 phos, the 11th is free--we're just 8 away!

Me and the fiance tried this place out after abandoning our old pho spot in Rockville. Pho Hoa Binh is located in an odd shopping center. Its hard to find when driving up Parklawn. The place is clean and it had small tables of 4? but I don't think its a good place to bring a large group with you, if your thinking about it. The place wasn't crowded at 7:00 on Tuesday night, but it smelled really good when we came in to the restarant. They offer other dishes besides pho too, like rice dishes and vermacille. We both order the usual #1 on the menu. The meat was okay, not the best quality. The broth was good. This place overall is just okay, nothing fabulous or unique about it. I had better pho before. Also, its hard to pull out of the shopping center and on to the main road too, so be careful when your doing that.
(3)Marc R.
It's good now. I was there last year, but I think it's under new ownership and has gotten better. Friendly service, too
(4)Séamus C.
Not particularly good. I've had great pho in California (like Jacob H.), but this stuff doesn't rate more than 1-star.

Pho Hoa Binh is run by a friendly Vietnamese Chinese guy. i found it clean and the service quick and cordial. The Pho is less quality (salty broth with less flavor) than the ones I've had in California but I find it meeting my expectation for a Pho place in the middle of Rockville. It is really unfair to try to compare this place to pho places in ethnic Vietnamese communities in LA. I am definitely going back whenever the next time my craving for a hot bowl of satisfying rice soup noodle flares up.

I don't think I'll be able to eat pho anywhere else. Ever. This was amazing. The broth was light and tasty and amazingly flavorful. Without anything added in, it was great. With a little chili and hoisin sauce it was perfect. Like all good pho places, they bring Asian basil and bean sprouts. Everything was fresh, the restaurant was clean, and the staff was friendly. I'll absolutely be back, even if it took an hour of city driving to get there. Perfect for a cold, rainy night. I'd put it a little higher than Pho 75 on the pho scale. Highly recommend for a break from strip mall shopping.

Decent pho, decent service. Best pho in the area? Maybe not. But that's not why I'm writing a review. I was brought here by a co-worker and got hooked, even though I'd been introduced to awesome pho before, several times. Regardless, it is within walking distance of where I work, and it's good enough to keep me coming back many times a week. The service is FAST, and friendly. Even during their busy lunch hour, the wait on your food ain't bad. During non-lunch hours, you will get your pho faster than... well, pretty much any other pho place I've eaten. Which is, again, FAST. Really fast. I typically get their #12 (brisket and eye-of-round-steak) or their #17(chicken pho, which is served with only white meat). I've noticed they've gotten pretty good recently about keeping up on water refills, although the consistency of broth and garnishing is not always up to par. Regardless, it's still pretty good. Also, their #17 has some sort of fried onion topping which I find to be a nice accent to the chicken soup. I tried their #4 with tripe and soft tendon, only once. The tripe was standard; however, the slices of tendon were big honkin' strips which was too much for my taste... I prefer smaller pieces. Major pro: They have a stamp card. Buy 10 pho, get 1 free! Major gripe: On more than one occasion, when I asked for a take-home container for my unfinished pho, they charged me a $.50 carry-out fee. WTF? I understand if they've taken care to pack up a carry-out order... But fifty cents to hand me a plastic container to bring home my leftovers?! No comprende. I've noticed that this varies among whomever is ringing me up.

If there was a word to define pho-addicts, you could write my name and print my face under the definition. I've tried a countless range of pho restaurants in my life quest for the perfect bowl of pho, so I may be a little biased in my review. Here is what I liked: The soup. Though it's not consistent on a daily basis (like most pho places), the broth sometimes has a great thick flavor and literally "hits the spot" on your taste buds with the first slurp. The speed. I'd have to rank this place as one of the fastest pho restaurants I've been to. Need a pho quick-fix? Come here. They bring out your bowl of pho almost faster than fast food. I am well aware of the process of making pho, but they are on top of their game in regards to this. Here is what I don't like: The meat. The "tai" meat is decent, but the "chin" meat tastes old and terrible. I found it's always a hit and miss with "chin" meat at different pho restaurants. Sometimes they are soft with a slight meaty flavor, but other times they are chewy and taste like dog-grade meat (not that I've tasted dog-grade before! ... or have I?) The noodles. They are OKAY, but they sometimes come out clumped and way too soft -- often leaving my bowl filled with tiny broken up noodles. Despite that, I still recommend this place for pho lovers or newbies.

Glad to have found this place. Pho is great, broth is clean and tasty. Enjoyed the fried spring rolls and summer rolls. Only room for improvement is the fish sauce. It tasted watered down (had to add the vinegar sitting on the table to strengthen the taste). Also, not served with the julienne carrots and radishes. Other than that it's definitely worth a try!
(3)Lydia K.
I am SO lucky my neighbor told me about this place. I got take-out and I ordered a lemongrass noodle soup with chicken and shrimp. The noodles, chicken, shrimp, cilantro and onions were separate from the broth, so it wasn't soggy when I got home. In another bag were the bean sprouts, jalepeno and cabbage. The chicken was sliced VERY thin, the vegetables cilantro and onions were very crisp and fresh. The noodles were chewy, the broth was piping hot. I am a happy customer!
(4)Debbie G.
Not my most fav Pho place, but still pretty good for what you pay. Speedy service, friendly staff, very clean...GREAT for your work lunch hour as long as you beat the lunch crowd (helps to get in my 11:30am). Definitely recommend this place for Pho lovers. I usually get the Pho Chay (chicken) here since they don't have the Pho Tom (shrimp). The other meat ones here are pretty good too - I used to have a friend who would get the meat on the side, raw, and then dip it in the hot pho to cook slightly, (not that i would recommend that, but i've tried it once, and it is pretty tasty!) The spring and summer rolls are great here too!!
(3)Gwoping Y.
This pho broth tastes different than pho 75 in Gaithersburg, but I like them both. The service is good. It is usually quiet when I go in the evenings. I'm definitely going to come more often.
(4)Becky T.
This place is solidly good. Not sure why I haven't reviewed this place yet. Parking was plentiful when I went and service was really quick which is perfect for lunchtime. It had all the pho basics as listed in Sam H's reviews and also had smoothie drinks that you can get with boba. I'm not sure what the other reviewer meant about "fake" service because I thought the service was friendly and very pho real. Ahhh, knee slapper there.
(4)Eugene H.
decent pho place in the area. the food prices here are pretty cheap so it's not too bad if you're in the area and you need a quick pho fix.

love the pho

where do you go when it's cold, you're cold, you have a cold, it's your second cold in two cold weeks and you never got over the first one so technically you actually have a DOUBLE cold, you're starving, and you just want to warm up, get full, and blow your sinuses to hell with some spice and pepper? your closest pho place of course.... living the dirthland of bethesda, where pho is undeliverable and unfortunately virtually nonexistant (rice paddies and green papaya, you almost count for something), and a river and some mind-killing traffic and sprawl away from the mecca of pho, which, yes, appears to be northern virginia maybe more so than even vietnam itself, pho hoa binh is actually the closet place focusing almost exclusively on PHO. thumbs up. luckily for me it's cheap (about 8 bucks for a huge bowl, or 6 something for a small bowl for you worthless and weak out there), it's quick, it's clean, it's friendly, it's got options (meatballs, chicken meatballs, pork meatballs, tripe, tendons, shoulder, stomach, other rare cuts or parts, thin sliced sirloin, vegetable, pork, chicken, pretty much anything you want), it's yummy, and occasionally, as with a few weeks ago, it's salvation.... which begs the question: is salvation worth a trip, albeit in a small one, down the rockville pike? usually... no. the circles of hell through which one must descend on this path are generally not worth the payoff. HOWEVER, if you live close by and are 1) sick, 2) freezing and desperate and phocraving, 3) working very nearby and someone offers lunch and your other choices are along the lines of cheesefuckchang's mcfucktory, or 4) all of the above....well, then this is a pretty swell option. sure you can eat inside, but i prefer the take home version. here's what your 8 dollar brown bag of delights will get you: your choice of meat /vegetable (vegetable not likely) floating in a quart or so of awesomely salty steaming clear rich broth, a large bag of bean sprouts, a generous bag of basil leaves, cilantro, fresh sliced chiles and lime, a box containing a ball of rice noodles, several containers of rooster sauce and other soy-like condiments, some napkins, chopsticks and a spoon... my recipe: throw EVERYTHING* in a large bowl. mix. consume. heal. *for godsake's not the napkins, dolt. you will need them for your face if you are as good at chopsticks as i am. and yes, i am a blindingly white caucasian. however, a caucasian who once worked in a thai restaurant with a vietamese/laosian cook, eating pho every other day for the better part of a year...which maybe even gives me some credibility. all you have to do is ignore the rest of my life.
(4)Asher Jude C.
You gotta be kidding me right? If you think this place is good, you need to eat out more. Or just eat more period. Parking is almost as bad as if you were in downtown Washington, DC. To be fair: The food was fairly decent months ago. But ever since they changed ownership they have been very stingy with the meat and the noodles. The soup taste like water with chicken powder mix together with MSG powder. This will get you a slap in the face from the girlfriend. Service has 'fake' written all over it. Save that slap for when you really do something wrong. Two thumbs down folks.
(1)Ray C.
I've been coming here since the first few weeks it's opened. If I'm not mistakened these are the 2nd owners of this establishment. They're nice people. I'll go on binges of craving Pho and since I live a quarter mile from here I can do as my desires wish. The soup broth is tasty and the beef is plentiful. If you eat there, which I sometimes do, the service is fast and pleasant. I always go for a #9 or #11(large bowl), with extra beef and extra noodles, each a dollar extra. Even then I'm just moderately full, but comfortable :) I do like that they serve more than just the noodle soup. Do try the spring roll and summer rolls as they are both delicious and fast to the table. They do serve a decent variety but I've always stuck to the beef noodles. What's nice is that they're also open later than most Pho places. Open till 9 during the week!

The hottest-spiciest Bun Bo Hue, I have ever eaten...
(4)Diana N.
so. I reviewed Mi La Cay and gave it 5 stars. I'm sure people just love that place too and it is always busy. But I can't go there anymore. TOO BUSY dammit. so PLEASE don't go here. don't make it so busy that I can't sit down to a nice hot bowl of pho. which has broth so rich and flavorful it has me contemplating on bringing some home to bathe in. which has portions so large that I am saddened at the end of my meal to have lonely noodles still floating in the meaty broth. don't go here. DON'T. or else I wouldnt have the patience to wait in line for their imperial rolls that are big and fat with savory peanut sauce. with the sweet col thai iced tea in all its orange glory. I also wouldn't have the patience to wait for the beef vermicelli noodles with chargrilled smoky bits still clinging to every piece of meat, and that also comes in a bowl so large my face can be dunked in. so don't come here. don't ruin it for me. thank you
(5)Emma W.
Really not to my taste. Pho portion size is good for the price... But I just didn't like the flavor... There was something I didn't like and I can't put my finger on it .. So this place is hidden -- kind of... If you're not looking for it you might miss it. The inside is dated... But that wouldn't matter if it was good. The service was very good and attentive. Sat right away and served right away. Not very busy inside even at lunch... As I already mentioned this place has a good price point. The regular pho is plenty and I was told the next size up is huge. I had the beef with tendon and tripe. They were ok. The soup was decent but there was something in it that I do not prefer. Overall an ok experience... Not sure if I'll be back for pho.
(3)Bryan J.
Closest legit pho spot to me, so I'm here often. Service is very friendly. Pho is hit or miss. Some days it's bangin, and some days I almost want to return it. Not sure what's up. Still, I'm coming back for more.
(3)Tim W.
Very good Vietnamese place with a lot of seating including outdoor seating. We ordered two of the Pho dishes and they tasted great, just like the restaurants we always go to. This place is cheap as our bill was only $26 after you included an appetizer and beverages. I would go back for sure!
(4)Sara R.
I tried this place after they close my original pho go-to spot in Aspen Hill. With a prior disappointment with another pho business in the area, I was a little weary trying this establishment. I had a small #1 and a side of Imperial Rolls. The soup was amazing. The broth was great and all the meat and noodles were cooked perfectly. My husband also equally enjoyed his chicken pho. I love that the Imperial Rolls had beef along with the shrimp, noodles and lettuce. I might be spoiled but I was used to having crushed nuts on top of the peanut sauce! it was also challenging finding parking. Other than that, the service was great. The guy at the cashier and the one that was cleaning up a table when we were leaving, stopped to wish us a good night and said thank you for coming. I think we found our new go-to spot for the meantime, that's of course, till find a better one.
(4)Steve T.
I'm trying to remember what the food tasted like. That means its probably average or below average. It was a typical level of pho!
(3)Jania C.
I love this place. The only items I have ordered are the fresh garden rolls, pho ga, and shrimp with rice vermicelli noodles. The atmosphere is nice and the service is friendly. They do a good business. The garden rolls are good. The sauce does not come with peanuts, unfortunately, but it tastes good. The pho ga is absolutely delicious. Their broth is clear, clean, and delightful. Shrimp with rice vermicelli noodles is tasty. This is one of the nicest pho restaurants I have been to in Montgomery County, and I have been to quite a few. It's also less expensive than average. I would highly recommend Pho Hoa Binh.
(5)Justin S.
The best Pho in the area. Everything tastes great and the service is great. I come here often and I have tried many other pho places. None of them compare to this place. The pho has generous servings of noodles and meat. The broth tastes amazing and it fills me up all the time. Highly recommend this place to everyone.
(5)Joe C.
Best Pho I've ever eaten! Trust me, I'm a pho connoisseur. I last went to this place almost 2 years ago because the pho was just average and my wife preferred this other place. We randomly came back about a month ago and whoa baby! The pho was so hearty, so tasty, so delicious!!! The price is lower than other places, the size is huge (compared to others), and the noodles are just right, not overcooked like other places and this place gives a ton of meat!!! The best part is the soup of course. It is not watered down at all. very flavorful. My only regret is that I wrote a 3 star review last time and I went almost 2 years without this fabulous pho... I'm wondering when the change happened, or if I just had a mediocre experience last time... Either way, I don't care, I found the best pho ever and I am going here in 2 hours when it opens. :)
(5)Ruth C.
Two and a half stars for a less than basic experience in a cafeteria setting. The conservative, tapered glass with the server-mixed ca phe sua da is a little disappointing. Noodle quality was decent, not overcooked. Beef broth was okay but I definitely expected wayyyy more flavor out of the bun bo hue-- definitely skip that here as it doesn't deliver anything close to Eden Center standards. I wouldn't get the grilled beef wrapped in grape leaves again, the frou frou garnishes didn't really add much for the palate. Rounding up for the shaky beef since I don't mind mildly chewy textures. Parking tends to be competitive in this lot, and service was aloof.
(3)Lobsang P.
The place is clean, service is fast and the pho broth is hot. If you order a Pho, it will be on your table in less than 2 minute. That's what I like about this place.
(4)Abegail A.
Eh. Pho Hoa Binh just wasn't for me. Small sized pho came with plenty of noodles and a generous portion of meat. The meat had little to no fat, which I like. I wasn't a fan of the broth though. It was definitely sweeter than I'm used to. I tried to mask the sweetness with some heat from the Sriracha, but still no luck. The sprouts to put in your pho could have been fresher too. The imperial rolls (aka summer rolls) weren't bad. Nothing spectacular, though. The peanut sauce tasted a bit off, so I just dipped my roll in the hot sauce...not the same as eating your roll with peanut sauce, but it worked. Service was eh. There was minimal communication with the waiter. After he took our order, he never checked back on us. Had to flag him down for more water. The restaurant wasn't crowded either. Just a couple other tables eating dinner. Parking is plentiful. It's kind of hard to see this restaurant from Parklawn. It's located just Mega Supermarket. If you pass Carpet King, you've gone too far. Maybe that's a good thing though because you should probably look for another pho place to satisfy your craving.
(2)Minn L.
Always great (and extremely quick) service. Recently found out that they discontinued their reward stamps, but oh well. Still, you get delicious pho for a good price!
(5)Jeannine M.
I love a hole in the wall restaurant with wonderful pho! Generous portions, delicious broth, a real find. Compared to Pho 75 that received many awards, this was better and cheaper. Nice people, lots of the meat you order instead of a representative shred, low key and clean. It's going to be a regular go to place from here on.
(4)Vasna N.
First time at this place and the pho is amazing! The broth was perfect and hot. They would have 5 stars except there were no basils on the condiment plate. Service was very good and will definitely go back. Can't wait to try the rest of the dishes.
(4)Hana B.
Yummy pho! I always get a small order of the #7 with extra meatballs and it's the perfect amount. If I'm really hungry, I also order the imperial rolls. My coworkers like the vegetarian pho cause it's the only bowl that comes with the fried tofu puffs, and then they add on meat. Also, be sure to get a stamp card! Buy 10 bowls and your next one is free! Carryout is always fast and easy. Never takes more than five mins to get the order. Owner is pretty friendly and always greets me with a smile.
(4)Cat H.
I love their vegetarian pho - delicious vegetable broth, lots of Napa cabbage, some broccoli and the right amount of fried tofu, topped with a bunch of bean sprouts and mint. Excellent!
(5)Marco C.
I used to love eating here, but I just had a very bad experience. A waitress asked to take my order in Spanish, assuming I spoke Spanish, too. I asked her if I could speak English. She said no and walked away. Another waiter walked up to take my order. I asked him if I should leave. To my surprise, he said "Sure, go ahead." I was astonished. He asked me to then stay. At that point, I became concerned with what might end up in my food, so I declined and left. I was very saddened, disappointed and hungry. I drove across town to another Pho restaurant. I'm afraid I've been here for my last time. I still can't believe what happened... :-(
(1)Jamie H.
People who are giving this place a bad rating don't know about pho!
(4)Gustavo F.
Best pho in the area in my opinion. Their meat is tasteful and I really like their broth. Papaya salad is also fantastic! I just wish they had banh-mi.
(5)William L.
Really tasty broth. The small is plenty in my opinion lots of sprouts, veggies, and meat. Super value for the money and the staff are very friendly. This is my go to spot for pho.
(5)Claudia G.
Best Pho place Ive tried in Rockville. Broth taste great! Chicken is actually chicken not some weird mystery meat that I've seen at other places. I tried their Thai tea which was also really good.
(5)Carlucci L.
Great Pho, I had the vegetarian pho, small. Even the small was huge. I also got a coffee... small tip, if you get the coffee, you have to let the tin thing sit on your cup for 5 minutes. I lifted it and some of it spilled! Very creamy by the way.
(5)H. S.
This is one of my favorite Pho restaurant. The atmosphere here is very basic. Don't come in expecting fine dining. The service here is very basic, but adequate for what its for. You come in for a nice bowl of Pho. Its got all the basics you would want for Pho. You get it fast. You pay for it fast.
(4)Jonathan R.
I eat here once a week , love it ! Lots of meat and delicious ! Pho ( Tia chin) ,beef brisket and round steak ,and the chicken broth is awesome. It's a clean Resturant , fast service, courteous staff , price is average .my meals are always very hot !
(5)Tahirah W.
The broth that is used here is absolutely any superlative you can come up with...I could drink it by itself without the ingredients, which only serve to make the dish much more decadent. If you're sick, go here. If you're well, go here. This dish cures all that ails you, and takes a good day and makes it great. Check out the banana bubble smoothies too-the best around.
(4)Alexander K.
I came here with my party of 2 after a training session in Rockville Fitness. We ordered two portions of the imperial rolls, and three orders of the #4 beef noodle sound (eye round, brisket, tendon, and tripe). I respected the size of the imperial rolls with a healthy dose of filling; they went nicely with the peanut sauce that accompanied them. A soft translucent exterior with an inviting filling. As for the noodle soup, it was on par or maybe even slightly better than most of the beef noodle places around the area. No complaints here.
(4)Eric C.
pretty solid pho. nothing too special about the pho but the smoothies are pretty spectacular. I would recommend taro smoothie!
(3)Jennifer N.
Full disclosure - we only went here because our preferred Rockville spot, La Brasa, was totally packed. We already have a fantastic go-to Vietnamese spot (Mi La Cay) in Wheaton, so Pho Hoa Binh would have to be pretty spectacular to impress us. I won't dock points for the terrible "design" (which includes a random white bench in the middle of the dining room for no apparent reason), for the "buy 10 pho get 1 free" cards (really, pho isn't like coffee, right? It's not like I'm popping in every day for pho), I won't even hold the unfriendly and slightly surly service (though I didn't appreciate it) against them but what I will hold against them is the deeply unpleasant food. The shaky beef (terrible name) was supposed to come with wontons, potatoes, and a small salad - there were no wontons and no potatoes, though there was a small salad (or, more accurately, a small bed of lettuce) and the fish sauce was just unbelievably overpowering (remember: fish sauce, I'll return to it in a minute). The bun - which is my go-to Vietnamese dish - was absolutely disastrous: wilted, old bean sprouts, and no peanuts, no carrots - just vermicelli and cucumbers. And normally it comes with a lovely nuoc cham which is fish sauce but WITH something - like carrots or garlic or chili pepper or something. But this was just served with an enormous bowl of fish sauce. Plain, salty, awful fish sauce. There's no way I'd ever go back to Pho Hoa Binh-- if La Brasa is packed, I'll just wait.

i hardly give places one star, but sadly i have to give this place the dreaded "eeks me thinks not" first, this place is in a very suspect area and wham all of a sudden a random pho place. when we went in (it was empty at 6 pm) we were greeted by two mexicans. "oh that's interesting, this pho place is owned by mexicans" i thought to myself. i was wrong, i think the owner was inside, but it might as well have been owned by non-vietnamese folks because the food was terrible. the "imperial rolls" aka the fresh spring rolls were the only mediocre thing there. the pho- terrible. the broth tasted sour and spoiled. the pork and vermicelli- also terrible. flavor-less fish sauce and less than fresh ingredients. (angela f i'm never accepting any of your food recommendations again!)

I had been a fan of this place for a while, but I am no longer. Having ordered extra toppings a few times that came out bad as in rotten meat bad, I am more worried about the hygiene and the rest of the food. I'm a former chef and I get that it can be hard to keep things fresh without proper rotation. Don't have so many things on the menu then. Cut back. Rancid food is unacceptable as it points to a total lack in process and real danger! I am never going back and will look for another place for Pho. Btw, like last time, an indifference to the situation and no real problem resolution plan. Ignore and hope they will pay seems to be the plan.

This restaurant is the best pho restaurant I've ever been to. I've been coming here at least once a month for 3-4 years. My experience with them has been amazing. I always ordered number 3 and has always been my favorite with extra noodles and extra rib eye topping. They have a stamp system that if you buy 8 bowls (my guess) the next one is for free. The broth is very rich in flavor compared to the ones in Rockville which is close to tasting water. Hahaha this restaurant has also a lot of room in contrast to similar restaurants. Overrall, id give this place 5/5 :)

Listen. You work hard. You are considerate to others and you SMELL great. Don't you deserve to get what you want? Yes, you do. THIS is what you want. You want delectable rolls, noodles and pho and this is where you absolutely need to get it right this moment.

Another Paul M. review I bookmarked. I'm familiar with Parklawn hill, I mean -Drive-, but it's a different story when you're actually looking for a specific location. Could you believe I missed that huge butt sign?! yelp.com/biz_photos/H5qt… Weeeeeee - U-bie. Now up the hill once more. Various pics are found in their business profile yelp.com/biz/pho-hoa-bin… Still made it in early. That's all that matters. Nobody wanted to have Pho 'pho' lunch... I don't slurp - that loud. Went solo. Before I begin to describe my 'pho' -ully enjoyed Pho, I have to mention their Salty Lemonade. Don't. Salt water with lemon pulps. My left eye winked while my right eye rolled up where I can see my eyebrows. I guess I don't possess that acquired taste for salt and lemons in a drink form. Not their fault, I asked for that. Moving forward, the #11 Tai Nam regular bowl (26 ounces $6.15) was my pick. Had slices of eye of round steak and flank. Quickly arrived with the plate of bean sprouts, basil leaves, lime wedge and circle cut jalapeños. The broth - 'pho' -atty good. Golf clap for you, Paul *index fingers clapping*. I can just drink the soup. Oh the marrow.... Dark with fresh thinly sliced onion strips, chopped chives and is that cilantro? I can never remember what those bright green thingies are. The amount of flesh was enough for me. Preferable amount of fat on the ends too. Of course I squeezed a load of Sriracha hot sauce along with their table hot pepper sauce. Well, there's just no other way for me. Ah.. good for the soul. Sweet server, quick and kind man with my broth and adorable cashier. You come in, they'll seat you (regulars grabbed a seat hehe), and the server will take your order. Pay the cashier at the back when finished. Still a Pho75-addict but I now have this one closer to home.

Very simple, friendly, cheap and very good Pho with many choices. I will be back!

I almost didn't write a review for my go here, why? A week later I'm sitting down to write the review and I can't remember anything about the place. I remember not hating it, and I remember enjoying it, but I don't remember anything specific. So...want decent pho, and you are in that area of town...you'll get your pho-fix on here =)

This place has the best quality pho in the Rockville/Bethesda area! Broth is always fresh, meat is succulent, and veggies are on point. Service is usually good but after a recent visit, I changed my mind on that thus the 4/5 star rating. My brother and I went at 8:30pm for some dinner on a Saturday night, and the first thing the short hispanic waiter said to us was "WE CLOSE 9" very harshly. We decided to eat there anyway, totally feeling rushed and running out of there at 9 on the dot. Four guys even came in to look at the menu at around 8:40 while the waiter nervously stared at them telling them the same thing...and they responded "we don't want to be 'those guys'" then walked out. Apparently my brother and I were "those guys". I haven't scarfed down a meal that fast in a while... It's really poor practice to try and shoo away customers HALF AN HOUR before the store closes! Are you kidding? Good practice is to lock your doors at closing time and allow your customers to enjoy their meal. Anyway, while that was annoying.. not enough to prevent me from going back. I just won't be going there for dinner anymore.

I don't like to review places that don't inspire me to write cleverly but I feel it's my civic duty to warn people off this place. It seems to have gotten a lot of passable Yelp reviews but I did not have a good experience. Only had one order of spring rolls. They tasted okay but there might have been a bug in one of them. Then again it might have been a piece of a mushroom. Not going to think about it... The place also did not "feel" clean (condiment containers felt grubby, etc.) Worst, stomach NOT functioning in full "healthy" mode since about 5 hours after I ate their. Nothing to go to the emergency room about but not feeling quite right. I would give this place a miss.

I've been eating at this pho joint for almost 3-4 years now. It's been great, addicting pho. About a month ago I found a baby cockroach in my imperial roll (SUMMER ROLL) and I let it go. I didn't even make it a big deal, i quietly walked up to pay and let them know (showed them) that there was a BUG in my food. Its a restaurant and i support them so whatever, i kept going back. Today, as i was eating i found a long string of hair in my summer roll. Lost my appetite and took the summer roll up to the cash register. Her response was, "OH it must be (the Spanish lady), I'll tell her to be careful next time". I told her that this was the second time and she said, "Oh i know, i heard about the other time. I don't know why it keeps happening to you." As shes ringing me up shes like, "OKay, we wont charge you for that summer roll..." WHAT?! No kidding, no way I'm paying for that! As a loyal customer that goes at least twice a week, she couldn't even say that the meal was on her and that she was sorry. No apologies, just that she will tell her to be more careful next time. NEVER WILL I STEP BACK IN THERE FOR HOW DISAPPOINTED I AM AFTER TWO INCIDENTS WITH NASTY CRAP IN THEIR FOOD. There are other Pho places off the pike i will check out when I have my cravings.

The food is decent and the price is good. But I didn't think the pho is that wonderful. Over all a place to come for a quick, cheap meal. I'm not a big fan of bubble tea, but the boyfriend really liked their icy bubble teas.
(3)Eric B.
I wasn't blown away, but enjoyed my pho and left completely satisfied. Broth was the highlight and most important part of pho, so I gotta give them credit there. Light and not too salty, but great flavor. Also points for a reasonable amount of beef.. Often times with pho, after a couple sizable slices of meat, I'm left searching for the rest. Summer rolls less impressive, but big, fresh, and pretty good.

Took a chance with this pho place, since I was craving it and in the area. I ordered the number 1 with everything, and when it came to the table, one look and I could already tell that it wasn't going to be good. The broth was dark and cloudy, which it shouldn't be, good pho broth should be slightly clear and full of flavor. This broth was flavorless( & pretty much MEATLESS), I had to even put a little fish sauce in it, even AFTER hoisin was added. So I came, I ate...& I will not be back.
(2)Greg O.
No, I still don't like soup or any other hot, consumable liquid. But my friends do, so I end up back at another pho place. Luckily for me they usually have dishes that are soup- like the delicious pork and rice dish I had here. I have no idea what spices they put on the pork, but it was delicious, especially with peanut sauce. The veggie spring rolls as an appetizer were good too, again with peanut sauce. The service was very friendly and attentive. I would definitely come back again.

Just had another satisfying and filling dinner with the boyfriend at Pho Hoa Binh last night, my as-of-yet favorite place to get pho and spring/fried rolls in the Rockville area. I was first introduced to this place maybe three years ago by a Viet friend who claimed this was her favorite pho place, and I trusted the judgment. So far I have not been disappointed. Maybe once the broth tasted flat, but every other time I've been happy with the flavor and meat content, and the spouts and basil and other sides are always fresh and clean. I have eaten both kinds of rolls, and the spring rolls last night were fresh and the fried ones were tasty as usual. I'm not a pho expert, but for me at least, the quality of the food has always been dependable. (The bubble tea isn't the best though; go to Jumbo Jumbo up Rockville Pike for bubble tea.) I've gotten take-out pho from them a few times as well, and it is always well packaged, with all the raw sides in it's own bag, plastic utensils and the broth in its own container. I've always received friendly treatment, and have used a few of their 10-pho Get One Free cards already. Will definitely be back as the winter months set in!
(4)Heather J.
The pho with chicken at this place is the best I've ever had. The broth is excellent - very flavorful - and the chicken is very tender. We also had the vegetarian spring rolls wrapped in rice paper, and served with peanut sauce. I really enjoyed them. My friend had the spicy beef soup, and it was excellent, as well. I think I will order that next time for a change of pace. They also have bubble tea, which is fun. The service was very friendly and the prices are reasonable. I'll be back!
(5)Jungho H.
I reeally like this place. The broth is great, they give you the most meat out of any pho restaurant, the servers are attentive unlike other pho places. And unlike other pho places you can pay with card. The only thing i dont like about this place is the horrendous parking options. Theres a latin market next door and most of the lots are reserved for their customers.
(4)Dominic L.
Great little spot in Rockville. One of my favorite Pho places in the area. Pretty cheap, the soup/meat is good, and the veggies are always fresh. They're located right next to a Latino grocery store and always have better veggies than most other places. The service is speedy and the place is clean. It's also pretty quiet during the lunch hour since it's off the main roads. I highly recommend this place for anyone in the area looking for Pho.
(4)Johnson H.
Coworker's brought me here for lunch. I must say that the flavor in the broth here is different than others in the area and.. I like it! The location is a bit easy to miss if your not looking for it. I like that it's isn't a strictly Pho restaurant but, has a decent selection of items on their menu.
(3)Evie S.
Their vegetarian pho is not nearly as rich and flavorful as other vegetarian pho I've had. However, while bland, it is decent food and I like that they offer the veggie options.
(3)HanaDC T.
This is very average place. The restaurant has typical Asian food smell. The plates are so old. It is clean but it does not look that way. The food was okay. Nothing was so special about this place. I would not come back.
(3)SmugVegan J.
Disclosure: This is a review by a vegan about their "vegetarian" pho. Pho looked good when I got it. Lots of nice fixings and some broccoli and other goodies in it. The protein was fried tofu. They didn't make it in house, it was the squishy packaged kind one gets at any asian food store. I asked for steamed tofu instead, but the waitress had no idea what I was talking about. The big issue was that I found pieces of meat in the vegetarian pho. That's unacceptable. Luckily this was before I really tucked into it. They apologized and I didn't have to pay for it, but I still won't be coming back.

Yum...I almost always love pho...and personally I think this place has some of the best tasting, but I give it 4 stars just because it isn't the cheapest, and that is super important to me. Pho hoa bien does tend to have slow service when its crowded, but never crazy slow just slow for pho! I don't care just give me a #15 and we are friends.

So many hands, so many phos, not enough consistency. I like my Pho. It is a comfort food for me. I may even have an addiction to this noodle, broth, & meat combination and one day A&E may be doing a biopic on me called, "Intervention: So Pho, Not So Good"* but today my friends, fear not...this place will not be my crack house of Pho, my den of inequity whose noodle bonds will tie to my chopsticks. Today, I will leave and continue my search. So why come here? I'm a Pho Head...duh... So, on with the review. Atmosphere: It's nothing special...it doesn't look like a cafeteria with the white tiles. It actually looks likes nice. Food: The Vietnamese spring rolls it of itself was decent. The problem was the condiment: The peanut sauce was runny. It lacked consistency. And what you could mash a couple of peanuts as actual garnish? The imperial roll was nice, good crunch, but nothing exceptional. I had microwave versions with the same flair. Pho: The heart of the matter. With the original owners who were Vietnamese the soup had a lot more flavor. The lemongrass and the hints of cardamon were truly paltable. Yeah, I know recipes differ based on family and regions so with that in mind...they didn't always make it great each time. The new owners are not consistent at all. Sometimes, the broth is too murky and the fat hasn't been scooped out properly so you get that ever so lovely foam on top. Though, I will state the pho ga or chicken pho was much better. The chicken stock was good. (though a touch more of coriander seeds in the season pack would have helped round out the flavor) Service: Speedy, quick, good natured folks. Bubble Tea? Really...trying to cash in on that lucrative drink since you're Chinese? Ok, sure go for it. (note sarcasm) Pricing: Still cheap eats and if you get the card and ingest 10 bowls of the stuff....you get one free. WooHoo! Overall: It has some good stock to work with, but I still want them to be more consistent. Check out my other reviews as to where you should go. Till then check out my new blog on the Yelp Channel: Inane Foods with Trevor M. And remember, "if it looks 'meh', get your friend to try it first' *For who don't know Pho is actually pronounced, 'Fa"

My family has been here many times and 90% of the time they are very consistent with their Pho broth - hot, beefy and very tasty. The consistency of the flavor shows that the chef has the ingredients down. For the Montgomery County area, this place is not bad comparing to others. The ambiance may not be the best, but who cares. You're there to eat and enjoy a hot bowl of Pho. Enjoy!
(4)Lyly T.
The service is just like any asian restaurant, not good. They're not friendly and happy to serve you, they just have to because its they're job. You'll hear them yelling orders back to the kitchen at times. I had a bowl of pho, it was decent. Wasn't great, but I was missing Viet food. The broth was a bit bland and there wasn't a lot of tendon, which was what I asked for. My bf asked if I would go there again and I said sure why not. When we got up to pay, I turned around to push back my chair and saw a cockroach on the wall near the table. That's when I decided I was not coming back. Not something I wanna see anywhere near my meal.

Tasty pho, good Summer and Spring rolls. Fast service.

I know pho. I eat it wherever I travel. I have eaten great pho in California, where the best pho can be found, including in Garden Grove. The broth is essential. I will sip the broth initially and know whether to bowl will be good. The broth has to be flavorful, hot, and fresh tasting. The noodles and meat usually follow. This restaurant delivers a great bowl by any standards. It is big, the meat is good, and the broth is excellent. They have been consistently good the three years I have eaten there, which is important for a pho restaurant. Also, they have added to their menu to my satisfaction, including thai tea and avocado smoothies, which I enjoy very much. I can't say much else about the other dishes, but my wife says they're good. Point being, if you want a good bowl of pho and maybe a good thai tea, this is the place to go.
(5)Sarah N.
The overall rating is skewed. Two stars more than what Pho Hoa Binh currently deserves. Keep in mind, this place changed staff & owners. About two years ago, this used to be my favorite pho house in the entire state. The family who owned it back then was always friendly and welcoming. The soup was consistently close to what Vietnamese pho tastes like, and the noodles were plentiful. My bf must have drank gallons of water there because they always kept his glass full and that was like, 3-4 refills each time. Took my family there (FYI these are ppl who can actually cook pho) and they totally approved of this place. So I would actually give a 5 star rating to the previously-owned pho hoa binh. No surprise that my bf and I almost cried when we returned from a trip to find the place full of strangers. There were minor renovations and a brand new menu. We gave them many chances, but they could never even come close to their predecessors. *TEAR* Burnt egg rolls, tasteless vietnamese dishes, spotty/burnt/stale shrimp, watery dipping sauce, shrunken pho portions, a very thirsty man sitting across me, and hardly a smile from anyone working there... until we paid. Last night, I took some friends here. We came 15 minutes before closing. They could have said they were closed....much better than having grumpy take our orders and half the lights turned off while we were eating. Come on, is that really any way to treat your customers? If you can't do it, don't. If you do it, do your best. Successful business owners know this. Apparently the previous owners set the bar too high.
(2)Christian M.
This is my go to Pho spot. The soup is always consistent for me and they actually have a selection of other Vietnamese foods (I usually get the Vermacelli) This place also serves up some pretty damn good bubble tea smoothie things. I tried the mango and was pleasantly surprised. Good service compared to most Pho spots.
(4)Mei-Lin M.
Quick service and delicious noodles. Good place to take kids too. Vietnamese spring roll is good!
(4)Adam L.
When you are short on time and mega hungry, you usually have to turn to fast food on the Rockville Pike. Thankfully Pho Hoa Binh is insanely fast. It takes less than 5 minutes from the time I call in a carry-out order to the time it's ready. I'm a regular at Pho Hoa Binh because the Pho is good. I've definitely had better and unfortunately I've had worse, but this is the best within a 5-10 mile radius. The broth doesn't seem to be very consistent as the flavors shift subtly each time I go. Sometimes the broth is better than others, but it's never been bad, so I can't really complain. I live nearby, so I normally order carry-out for lunch or dinner. I've never eaten in the restaurant because it's not very inviting. It's one big open shop with tables aligned in rows. It caters to a lunch crowd, not a place to take a date.
(3)Jon C.
The spot is next to a Latino market so there is a lot of diversity that comes through there. The place is kind of like a hole in the wall outside but inside is rather spacious. When entering the waiter greeted us very well and was also bilingual. I started with what they call there imperial rolls. For some they are also know as summer rolls. They were actually very tasty and they add peanuts in them so if anyone has an allergy ask without. For my meal I had the pho soup with flank brisket and eye round. When it came out It had tendon and tripe. It wasn't what I ask for but I ate it and it was delicious. The broth had a good taste and the meat had a food flavor. Overall it was a food spot to eat pho if your in the Rockville area.
(4)Robert P.
This place does it for me. Fast, friendly service that gets the job done. I've been here enough times that my free pho stamp card is almost filled up. I can't really complain because they give you good size portions of meat, noodles and enough broth to satisfy my pallet. Really good for a cold brisk day outside. Only bad thing, I guess, is that after I eat here I always get sleepy and I want to hibernate. haha
(5)Lisa P.
Pho was Really good compared to others in this area. Service I received was good and fast, esp compared to pho nom nom on the pike. Spring rolls were good but the sauce was pretty strange, just fish sauce and sugar. No vinegar or spices, weird....
